Is the TEF a good idea and will it work?
The Teaching Excellence Framework (TEF) has generated much debate with contrasting views as to the benefits or drawbacks of the initiative. For some, it provides the potential to redress gaps between teaching and research esteem and the impact on the quality of UK university teaching. For others, it risks undermining the independence of universities and encouraging perverse incentives. This talk will examine the origins of the TEF and consider the evidence for its existence. It will question whether, in its current form, it is likely to produce the sort of hoped for outcomes for university staff and students.
Biography
Nick Hillman has been the Director of HEPI since January 2014. He worked for the Rt Hon David Willetts MP, now Lord Willetts, the Minister for Universities and Science, from 2007 until the end of 2013, as Chief of Staff and then Special Adviser in the Department for Business, Innovation and Skills. Previously, he was a History teacher and worked at the Association of British Insurers. At the 2010 general election, he was the runner-up in Cambridge. He has written for a range of think tanks and journals. His more recent writings include articles on the Coalition's higher education reforms for the Oxford Review of Education (2016), on access to schools and selective universities for Higher Education Review (2014) and on the fifty-year history of student loans for Contemporary British History (2013). He also wrote the authoritative account of being a special adviser for the Institute of Government (2014). His recent pamphlets for HEPI include an assessment of the impact of students in the general election of 2015, a comparison of the UK and German higher education system, a piece on the educational underachievement of young men and a study on students' attitudes to free speech.

In the light of the proposed UK Teaching Excellence Framework (TEF), it is timely to consider what is meant by teaching excellence in higher education – and how it can best be measured.
The Pedagogic Research Institute and Observatory (PedRIO) conference entitled "What is Teaching Excellence?" will take place on Tuesday 22 November 2016 at Plymouth University. It will explore opportunities and initiatives around enhancement, bearing in mind recent changes to legislation. We are delighted to have two excellent keynote speakers with substantial expertise on this topic:
· Nick Hillman, Higher Education Policy Institute (HEPI) will be speaking on Teaching Excellence and the Higher Education and Research Bill
· Paul Ashwin, Head of the Educational Research Department at Lancaster University, will be speaking on Teaching Excellence; Unhelpful Myths and Productive Possibilities
· Aimed at bringing together leading academics from across the UK and beyond, the conference themes include:
- Putting student research at the heart of the curriculum
- Enabling student learning

Dear colleagues,
The Student Engagement Partnership (TSEP) is hosting a conference for staff based in students’ unions and HE providers whose roles relate to the delivery, management or planning of student engagement practice within higher education. The conference is designed to equip practitioners with new insights and provide a collaborative space for development of new thinking and practice sharing on student engagement. TSEP and its partners will be presenting on the day, including the formal launch of our major piece of research conducted in partnership with Professor Liz Thomas into the experience and engagement of ‘commuter students’. Further keynote speakers tbc. Delegates will also be able to choose from a variety of workshops delivered throughout, which will be based on four key themes:
1. Inclusive engagement
2. Student representation and voice
3. Co-designing the curriculum
4. Innovation and transformation in engagement

Conference workshop themes:
1. Inclusive Engagement
One of the main presentations at the conference will look at the increasingly common phenomenon of students who stay in the parental home and/or live far enough away from campus that they travel a significant distance to access their teaching. This alters their relationship with their institution and makes for a markedly different educational experience than the ‘traditional’ student, and therefore different forms of engagement may be needed. In this set of workshops we wish to explore other challenges that we face in creating engagement practices and strategies that are truly inclusive of the diversity of the student body, and we welcome submissions from institutions and students’ unions who have any practice and/or research and insight they wish to share with colleagues on overcoming these challenges.
2. Student Representation and ‘voice’
An ongoing challenge all of us face is how best we empower students to shape their education through effective voice and representation models. Ever changing demographics, modes of delivery and rising tuition fees, amongst many other factors, are prompting many students’ unions and institutions to review the effectiveness of their student representation systems; whilst the move to Annual Provider Review, the Teaching Excellence Framework and new student engagement questions in the National Student Survey are raising the stakes and level of scrutiny of representation systems even higher. We particularly welcome submissions from colleagues who wish to share approaches to enhancing the role of representatives, improving the delivery of representative systems or using mixed methods to broaden the platform of student voice.
3. Co-designing the Curriculum
Far from merely providing commentary and judgement on their experience, in-depth approaches to student engagement allow students to truly shape their education and work in partnership to co-create knowledge and the curriculum. We are interested in hearing about approaches that colleagues have taken to fostering the creative, empowering and supportive environment needed to allow this sort of co-creation to emerge and flourish.
4. Innovation and transformation in Engagement
In this final category we are interested in submissions on processes of transformation and innovation in student engagement. This could be on a specific emerging or established area practice on student engagement that has heralded positive outcomes for students and staff, or a process of broader organisational change and strategy in relation to student engagement and voice. We are particularly interested in hearing about digital approaches to engagement, but welcome submissions on any aspect of student engagement. As well as what’s working, we’re also keen to hear critical reflection about emerging areas of practice and lessons learnt from trailing and testing new and innovate approaches.

Announcing a half day seminar exploring the use of technology to support, enhance and manage assessment and learning within Apprenticeship training and qualifications; a seminar for providers, assessment bodies, managers, employers, HR, and technology suppliers.
The focus towards high stakes end point assessment and away from the models of continuous assessment that have operated in the vocational qualification sector will present some intriguing and momentous challenges. In designing the end point assessment, there will be significant value both in terms of efficiency and accessibility for apprentices if technology is brought to bear on the process. In addition, the use of suitable technology enhances the employability skills of the learners by enabling the assessment to represent "real world" employment practises.
There is an opportunity to encourage the use of flexible digitally enabled assessment tools, these might include virtual reality and other appropriate assessment technologies along with more commonly used online testing systems.
At the seminar, speakers will address the issues from a range of viewpoints including the standards development, the assessment development and the provision of suitable assessment delivery systems.
